Metro Funding Act

Section 1. Revenue

1. The Capital Transit Authority (CTA) is hereby authorized to lease, license, or otherwise permit the use of space within Icenia City Metro facilities for non-fare commercial purposes, including but not limited to: a. Advertising space; b. Retail space; c. Promotional installations; and d. Other incidental commercial uses consistent with transit operations.
2. The CTA may also raise funds through Council-approved appropriations from the City Treasury, or by direct donations from individuals.

Section 2. Metro Operating Fund

1. Revenue generated by the sources listed in Section 1 shall be deposited into the Metro Operating Fund, which shall be used exclusively for: a. Operation and maintenance of the Icenia City Metro; b. Payment of CTA employees and contractors; c. Repairs, upgrades, and system improvements; and d. Transit-related expenses not requiring separate Council approval.
2. The Metro Operating Fund shall be a designated budget category within the City Treasury.
3. Funds deposited into the Metro Operating Fund shall not be reallocated to other budget categories except by explicit act of the City Council.
4. Nothing in this Act shall be construed to limit the City Council's authority to appropriate funds to the CTA or to authorize major expansions through separate legislation.
