I propose that the wording be changed from:
If an Icenian is found guilty of treason or belongs to a nation at war with Icenia, the Government is permitted to seize all of their property.
If a property owner is found guilty of treason or belongs to a nation at war with Icenia, the Government is permitted to seize all of their property.
