Passing the Southshire State-Representative Bill

Schedule 1: Append the following text to the State of Southshire statehood settlement:

Article 5 - State Representation
Southshire is guaranteed Senate access via a State Representative with no voting powers, chosen by Southshire. Should a Senate Bill result in a tie, the Representative may cast a tie-breaking vote.
