Every person who recruits a newfriend gets 10d

-If a newfriend ranks up to Patrician the person who initially recruited them gets and additional 35d

All payments are handed out by the SOT. The payout starts for newfriends recruited after this is passed.

-To promote a player to Patrician it must pass a simple majority Senate vote
