Approving Statehood for Riemark

Invoke Article VIII (a) of the constitution to grant Riemark the ability to, through its government officials, induct residents to the nation of Icenia and thereby the state of Riemark, granted a post is made within 48 hours to the Icenia discord and/or a government official is notified to grant Icenian government officials their constitutional ability to veto any given residency.
