Passing the Composite Amendment to the Constitution of Icenia

Passed by the October 2025 Senate

After extended discussions both among the general public and with specific interested parties and subgroups in Icenia over the course of the past two months regarding proposed and recommended changes to the Constitution, I am proud to introduce a composite amendment proposal for the Constitution of Icenia. https://docs.google.com/document/d/1bfHNsRMVvcmD3Pbvl4LibZLRw9Owl0nN/edit

A summary of all changes (including appropriate credit where exact phrasing has been heavily borrowed), sorted into four main sections corresponding to the primary purposes of this amendment, is provided below

Clarity & Phrasing:

  • Clarified language regarding citizenship tiers in Article II (credit: Orinnari)

  • Clarified that freedom of assembly (Article III) applies to Icenians, not to foreign actors (credit: Orinnari)

  • Clarified that reparation sentences are not at odds with freedom from slavery (Article III) (credit: Orinnari)

  • Separated the Veto Override into its own subparagraph (IV(a)(1)) for clarity

  • Clarified language regarding the appointment and removal of the Speaker of the Senate (credit: Orinnari) Reconstituting the SoI:

  • Removed powers specifically relating to Icenia City day-to-day management from the SoI’s protfolio in IV(b)

  • Clarified that SoI’s dereliction powers only apply to non-state/non-capital territory

  • Clarified that the SoI’s seizure & eminent domain powers always apply to non-state/non-capital territory, but may also apply to state/capital territory if this is related to an urgent security need Preserving the Sandbox:

  • Added Paragraph IV(i), which imposes a requirement for Presidential or Privy Council assent for four sensitive actions:

    • Entering or leaving a defense alliance
    • Handing off primary on an Icenian group
    • Giving anybody access to Icenian-held pearls
    • Declaiming non-state land
  • Added Paragraph IX(a), which imposes an elevated Senate majority requirement to amend five sensitive areas of the Constitution:

    • Subparagraph IV(a)(1) (“Veto Override”)
    • Paragraph VIII(a) (“States’ Rights”)
    • Paragraph VIII(d) (“Sewel Convention”)
    • Article VI (“Land Claims”)
    • Paragraph IV(c) (“The President”) Voting & STV:
  • Added Article X (“Voting Procedures”) which explicitly specifies procedures for:

    • Single-winner standard voting (X(a))
    • Single transferable vote (X(b)) (credit: Zolo)
  • Senate elections now use STV

  • The President may suspend poll tax in a given election if this is in the interest of a fair election (IV(d)(iv))
