Amend Icarus's Territory to grant them some land negotiated by Columbia and Gothia

Proposed by SpeedyJustice The recent election was a demonstration of why we should return back to the previous model of requiring some metric of activity to vote in the Icenian Senate Election. Canvassing is a legitimate political strategy both IRL and in Civ and encouraging members of our community to vote is important, but fishing for citizens who logged in like 2 years ago and never again to vote has shown in this election to be more similar to 2 necromancers competing on how many zombies they can raise from the dead to send a message in the voting channel than a reflection of the populations wishes for representation. To resolve this, we can implement a free way for citizens to register for our elections.

Proposed by Doggo_Engineer It was removed a week ago (and before that only a few people had permission to post new apartment units in it), but I feel a place where new friends can find a list of free apartments they can take will speed up onboarding and make things easier on the SOI, by letting the new friends place themselves where they want to be. Currently the SOI has to keep a seperate directory of available new friend apartments, ask around to find available apartments, or remember all of the ones that are available. This channel should be free for everyone residents+ to post free apartments in, and not necessarily just in Icenia City either.
